Ты можешь построить какой угодно жёсткий и жестокий авторитаризм. Одних оппонентов убить. Других оппонентов посадить в тюрьму. Третьих оппонентов выдавить в эмиграцию.
Всё это Казахстан прошёл много лет назад, все гайки были закручены ещё раньше, чем в РФ. Поищите «Нуркадилов» или «Сарсенбаев», посмотрите годы их гибели. Назарбаев начал давно.
На штыках, пропаганде и крови можно построить несокрушимую, казалось бы, вертикаль власти.
Но в полночь карета всё равно превратится в тыкву. Все твои титулы, ордена и дворцы помножатся на ноль.
В системе, где нет чётких правил, а что ещё важнее — гарантий их соблюдения — ничто не мешает сожрать тебя самого. И что ты сделаешь? Какой закон тебя защитит?
— Ты можешь назначить слабого преемника, человека без связей и веса в элитах. А в итоге он быстро наберёт силу и даст тебе пинка под зад. Кто его остановит? Другие политические элиты? Их нет, ты их уничтожил.
— Ты можешь назначить себя пожизненным несменяемым куратором силовиков, председателем Совбеза, и принять об этом целый закон. Официально. А в итоге тебя просто снимут с должности — и плевать, что написано в бумажке. Кто встанет на защиту закона? Независимый суд? Его нет, ты его уничтожил.
— Ты можешь расставить на ключевые должности своих людей. А в итоге их просто уволят. Кого-то даже обвинят в госизмене и посадят в тюрьму. И кто за них заступится? Парламент потребует честного расследования? Настоящего парламента нет, ты его уничтожил.
— Ты можешь раздать своим родственникам весь крупный бизнес, отдать своему клану все финансовые рычаги. А в итоге у них просто отожмут активы. И кто потребует соблюдать право частной собственности? Независимые НКО, ассоциации предпринимателей? Их нет, ты их уничтожил.
— Ты можешь назначить себя Лидером Нации, «Елбасы». А в итоге сядешь перед камерой и начнёшь бубнить: «я простой казахстанский пенсионер, власти не имел и не имею, главный тут другой человек, только это… по почкам больше не бейте, пожалуйста». И кто скажет слово в твою поддержку? Искренние сторонники выйдут на улицу? Их нет, живую политику ты уничтожил.
— Ты можешь назвать своим именем столицу. А в итоге государственные СМИ по щелчку пальца просто «забудут» новое название. А кто будет называть город твоим именем, может быть другие СМИ? Их нет, независимую прессу ты уничтожил.
Казус Назарбаева иллюстрирует старую истину: работающие институты нужны не только гражданскому обществу, но и самим властям, самим элитам. Даже автократам. Хотя бы для того, чтобы в час икс как минимум не отправиться в кутузку, а как максимум — сохранить «нажитое».
Но если институты работают в ручном режиме — значит они не работают. Кто держит в руках руль, тот и диктует правила дорожного движения. Ты сам этого хотел. Теперь живи в проклятом мире, который сам же и создал.
История ничему не учит автократов. Когда ты Вождь Нации, тебе всегда кажется, что власть и могущество будут вечными. Ведь ты уже всех победил, всех нагнул, всё отжал, всё урегулировал, переиграл всех как дешёвок. Тебе рукоплещут миллионы. Твоим именем названы города. Твой преемник обязан тебе всем, что он имеет. Обязан тебе всем! Всем!
Твоя власть и авторитет кажутся абсолютными и нерушимыми.
Это иллюзия. Очень опасная и коварная иллюзия.
Ты думаешь, что построил нерушимую крепость из золота и стали. А ты построил карточный домик.
